Council approves 25-059 rezoning to allow 40-unit 'Wobble and Ring' artist hamlet on Ricco Road

Staff outlined that the site meets the older residential‑hamlet rules because the application was filed before those provisions were removed; the property is approximately 1,085 acres and the applicants are proposing to preserve more than 80 acres as open and civic space and to limit residential density to 40 units (0.5 units/acre of what would otherwise be allowed). Community development staff noted: "Residential hamlets are allowed to have a residential density of 0.8 units per acre, which means they could have 80 homes. They're proposing 40, so only 0.5 of what they would be allowed." (speaker 8).
Applicant presenters described an artist‑in‑residence model with maker spaces, short‑term workshop stays (they said roughly 25% of units could be used for residencies under 30 days), low‑impact buildings under about 1,200 square feet each, on‑site septic and well systems and extensive trails and civic gathering spaces. "Wobble and Ring is an artist and resident community emphasizing craft, work, and kinship with nature," William Hunter (speaker 10) said during the presentation.
Public comment included supporters who emphasized arts education and community benefits as well as neighbors who asked questions about long‑term precedents, event limits and traffic. Staff and council clarified that commercial event operations or a rental event venue would require additional approvals — administrative special‑event permits are limited and operating as a regular event venue would require a special‑use permit and separate site review for infrastructure such as parking and restrooms.
Council adopted the staff and planning commission conditions including an extra clause the planning commission requested about future visible changes to houses on Ricco Road. A motion to adopt 25‑059 passed unanimously.
