Robbie (staff member) briefed the council on a proposal to install street lights in The Estates at Cedar Grove. Greystone's engineers proposed locations spaced roughly 180 feet apart; the packet listed 11 poles, but residents requested one additional pole at the front entrance. Robbie said the upfront fiscal impact in the packet was $14,740 and estimated the city's monthly cost at about $1.29; adding the entrance pole would increase the estimated upfront cost and monthly charge.
"The fiscal impact for those lights, it's right now, it's, the 14,740, and it's about $1.29 25 a month that we would pay," Robbie said. After residents asked for the additional pole at the entrance, Robbie told council that changing the plan to 12 poles would "change the fiscal impact to $16,000.08 0, and then a monthly charge would go from the $1.29 to, $1.41 a month." Council questioned the fixture style and dark-sky impacts, and staff confirmed some Greystone fixtures are not programmatically dark-sky compliant but can be adjusted with shielding or different panels if needed.
Council discussed whether the city could request an HOA to assume maintenance costs; staff said the UDC as written requires the city to pay for lights in these older, special cases. Members asked staff to ensure fixtures are as dark-sky compliant as possible and to return with final cost and installation details before a formal approval.
