Council hears first public hearing on Warble And Ring development near Ricco Road

Planning staff presented a first public hearing on the Warble And Ring development, a proposal on roughly 100 acres fronting Ricco Road with additional frontage on Capps Ferry Road. Mike (staff member) said the plan shows about 40 new residential units mostly arranged in two main clusters, a central civic space intended for community gathering, and a little over one acre proposed for nonresidential uses such as makerspaces, a gallery, a market and a cafe.

"It's just over a 100 acres on Ricco Road, fronting mostly on Ricco Road, but with, with some frontage on Capps Ferry Road to the west," Mike said, summarizing the plan's footprint and uses. He added that the applicant shows 80.98 acres — just over 80% — as open and civic space, marginally exceeding code minimums, and that buffers are shown where required.

Mike told the council the Planning Commission reviewed the application last month and recommended approval, noting an additional recommended condition about farm structures on the site: if certain buildings are demolished, the city would require design review or site-plan augmentation for replacements or buffer changes. The Planning Commission voted unanimously in favor (4–0), staff said.

Chair (presiding official) described the application as compliant and supported by the code, calling it "a cool little project." Council members asked no follow-up questions and the item moved on to subsequent agenda matters.
