Town Board adopts Language Access Policy required for USDA funding
Summary
The Town Board adopted Resolution #18 of 2025 to implement a Language Access Policy (4–0, Jennifer Hargrave absent). The policy (required for USDA financing) sets procedures for assessing limited‑English proficiency, interpretation and translation, notice, training and annual evaluation.
Supervisor Michael Volino presented a Language Access Policy the town must adopt to comply with USDA financing requirements and federal civil‑rights obligations. The policy defines Limited English Proficient (LEP) individuals, distinguishes interpretation from translation, requires staff to assess the need for language assistance at first contact, and directs the town to provide notices and training. The policy also requires annual review of effectiveness by the Town Supervisor.
Holly Chase moved, and Dan Gee seconded, adoption of Resolution #18 of 2025 to approve the Language Access Policy. The board voted by roll call: Michael Volino, aye; Holly Chase, aye; Noel Sylvester, aye; Dan Gee, aye; Jennifer Hargrave, absent. The minutes state: "This Policy was adopted by Resolution on August 20, 2025, by a 4-0 vote of the Town Board of the Town of Thurston."
