Baker and staff framed the changes as improved flow driven by strengthened rescue partnerships and volunteer programs. The update prefaced council consideration of an interlocal agreement with the City of Kemah for Bayou Animal Services (approved elsewhere on the agenda).
No new fee schedule or enforcement change was proposed during the presentation; council later approved the interlocal agreement authorizing Bayou Animal Services to provide services under specified fee terms.
