EDC reports progress on Zeigler’s Grocery, Water Street garage and Parkview apartments

Dave Funk, director of the City of Dickinson Economic Development Corporation, provided a department status report on Jan. 13 outlining multiple active projects. He said Zeigler’s Grocery interior finish‑out is substantially complete and the store is targeted to open in March 2026; contractor Flintco projects the Water Street parking garage will be completed in April 2026; and Parkview apartment construction is expected to begin within 10 business days, with site preparation and coordination with Texas–New Mexico Power already underway.
Funk described the EDC’s overarching goal for the year as getting "shovels in the ground," and said Bayou Village is awaiting the City Attorney’s draft development agreement before earthwork begins. The EDC also plans an independent audit through Brooks Watson with a kickoff meeting scheduled the week after the council meeting.
