Finance staff introduced Marlon Castillo of Azavar, who said Azavar’s preliminary scan estimated about 50 STRs in the city and that the vendor’s outreach and compliance work typically yields roughly 94–97% compliance. Castillo described the pricing framework: "$100 per property, not-to-exceed $3,000 in the first year" for STR identification and a "$1,500 annually" fee for the new Localgov tax module. Council members discussed legacy versus new platform functions, cost exposure and enforcement pairing with zoning or registration requirements.
Kevin D. Edmonds moved to approve the contract; Bill Schick seconded. The motion passed 6 Ayes, 0 Nays. Council requested time to review the written agreement and consider whether to compare alternative vendors or proceed with Azavar’s new platform. The City noted that a final count of STRs requires manual verification before billing beyond the capped first-year identification fee.
