Council approves resolution to expand Murphy Municipal Development District board from five to seven members

Staff recommended amending the Murphy Municipal Development District (MDD) bylaws to expand board membership from five to seven so board composition would mirror the Community Development Corporation and to eliminate the appointment of an executive director because staff provides administrative support. Jared told council the change would give one set of directors oversight of both entities and that bylaw amendments would take effect upon City Council approval. “This proposal is to modify the bylaws of the Murphy Municipal Development District so that we can expand the Board membership,” Jared said while outlining the specific sections to be changed.

Council discussed practical reasons — near build‑out, overlapping funding authorities, meeting frequency and quorum difficulties — and approved the resolution. The motion to adopt the resolution was moved by a council member and seconded; the record shows the motion passed with one opposed vote from Ken Oltman. Staff will keep separate books and budgets for each entity but will provide a single set of minutes if boards meet jointly.
