Ken Jenkins, representing the applicants, said the subdivision creates a 20‑acre lot and a 122.61‑acre lot and argued a requirement to construct a sewer stub now could impose unnecessary costs if the exact building site later shifts. He feels that it will be wise to hold off on any sewer construction until such time as someone wants to build a house," Jenkins said, asking the board to reconsider condition #4 if it obligates immediate stub construction.
Planning Director Carl Hamming responded that when West Valley Phase 1 mains were installed, stubs were run to property lines for properties that existed at the time; staff structured the proposed condition so that the stub work would be complete before final plat approval to allow future owners to tie in more easily. Hamming also noted that the Montana Department of Transportation is projecting the West Valley turn‑lane project in 2030, and that MDT’s larger timeline informs when major roadway changes are likely to occur. The board acknowledged the concern and left the condition in place, adding a fire‑plan requirement prior to forwarding the application to the County Commission.
