Ballinger council debates reallocating capped sales-tax into development district to fund streets, water

Ballinger council members spent significant time weighing whether to reallocate existing sales-tax revenue into a municipal development district (MDD) or similar vehicle to fund local economic development and infrastructure. Chair (S1) opened Item 6a by noting the council would "review revenue and voter approval tax rates for fiscal year 20 25, 20 26," and members questioned how a proposed 0.5% allocation would be calculated and communicated to voters.

Councilmember S5 argued the shift would not increase taxes but would move money already collected into a different account overseen by a board: "We're already capped out on the sales tax," S5 said, adding that the mechanism would be "not taxing anymore or any less; it's taking what we already have and then shaving it off that and putting it into another account." Members pressed for clarity on whether the 0.5% would come from the local share or the total sales-tax rate and emphasized public education about the proposal. Chair S1 said streets and water must be the top priorities if funds are repurposed: "our top priority is streets and water... it's gonna be really hard to attract businesses to our town if our critical infrastructure isn't in place."

The council discussed grant opportunities in parallel, with some members noting federal grants as a nonrepayable funding source but not a replacement for predictable local funding. Several members recommended drafting a clear narrative and outreach materials to explain how an MDD would operate and which projects it would fund before placing any measure before voters.
