The council considered a guaranteed maximum price (GMP) amendment of $5,500,000 for renovations to the Florence Gray Center, a project financed by a $7,500,000 grant from the Rhode Island Pandemic Recovery Office. Teresa Crean explained the city is fiscal agent for the grant and that no municipal funds are required for construction.
Manny Ferreira, the owner's project manager for KCM Group, described the earlier selection process: the team received five bids when the project went to public bid at schematic design and determined the selected construction manager was the most advantageous based on technical and pricing factors. "We received 5 construction management firms that submitted bids," Ferreira said, and staff said Albergh/Alber Construction was selected following scoring by the ownership team; the GMP amendment matches the contract budget at $5.5 million. Councilors asked who participated in the selection committee and whether state or federal representatives who provided grant funds had a role; staff replied the Pandemic Recovery Office has been kept informed and reviewed procurement steps. The motion to approve the GMP amendment passed on a recorded show of hands, 6'to'1.
