The Tivoli Planning Board on May 11 conditionally approved a site-plan application from Pamela Morin to place four temporary storage pods at 73 Broadway (parcel ID 6175-18-464057). On the record, the board described each container as measuring 8 feet wide, 8½ feet tall and 40 feet long and said they would be located on the Pine Street side of the parcel to facilitate emptying the building.
“On a motion by Miles Sweeny, seconded by Donna Matthews, the board voted to conditionally approve the site plan application by Pamela Morin, granted for a maximum of one year from the date of approval,” the minutes state. The vote was recorded as Schwarzbaum — aye; Hansen — aye; Matthews — aye; Sweeny — aye.
The board treated the containers as temporary structures and concluded the proposal is a SEQRA Type II action, waiving the need for an Environmental Assessment Form. Because the property fronts a county road, board staff forwarded Morin’s application to Dutchess County Planning and Development on May 12, 2026, under General Municipal Law §239; the local approval is contingent on the County’s determination.
As part of the conditional approval, the applicant agreed to provide a progress report to the Planning Board six months after the project commences. Co-chair Lisa Schwarzbaum also requested that the applicant supply a large, properly scaled map showing setbacks and the temporary pod locations before the final local vote.
The clerk will draft a resolution to formalize the Planning Board’s site-plan review when the County’s determination is received; the board indicated it will hold another meeting to take a final vote after that determination.
