Tupper Lake board greenlights talks with SLIC Fiber for Train Station internet access

The Tupper Lake Town Board voted to move forward with negotiations with SLIC Fiber after a company representative described plans to install a small equipment cabinet and power system at the Train Station.
Frank Halas, identified as construction manager for SLIC Fiber, told the board the company is “looking for an 8x8 exterior location to mount a small equipment cabinet, generator, and power meter. In exchange for a license or easement to locate our equipment, they are offering up to 3 standard, high-speed Internet connections within our proposed service area.” The board agreed to negotiate terms and to allow SLIC to install temporary summer service to ensure high-speed access for the 2026 season.
Board members discussed logistics for locating equipment on town-owned property and next steps for formalizing a license or easement. Councilman Tim Larkin moved to proceed with the proposal; the motion passed unanimously. The arrangement would pair a permanent fiber installation with short-term service to meet the immediate need at the Train Station.
The proposal’s reported in-kind value—up to three complimentary connections—was offered as part of the license discussion; the town has not yet approved a final easement or contract and directed staff to continue negotiations and return with draft terms.
