The policy also directs outreach to certified minority‑ and women‑owned business enterprises (M/WBEs), and includes a Section 3 participation plan for federally funded projects. Councilman Tim Larkin moved adoption, Councilman Adam Boudreau seconded, and the board recorded a 5–0 vote to carry the resolution.
