The council voted 4–1 to award a reconstruction contract to Reagan Marine Construction (Newport) for the Paraty Park harbor shuttle landing, seawall and floating dock project, with a contract amount not to exceed $7,949,000. Staff said the work will be funded by the municipal bond approved by voters in November 2024.
Staff and Harbor Department representatives explained the procurement: three proposals were evaluated and Reagan Marine was found to offer the best value; the contract includes $7,000,199 for construction work and a contingency. Councilors asked how the city would bridge timing between invoicing and bond proceeds; the director and finance staff explained the city manages a pooled‑cash system and expects to go to market for a roughly $50 million infrastructure bond in January. A staff member said ordering long‑lead dock components now reduces future cost and schedule risk.
Council discussion focused on fiduciary timing and whether signing contracts or placing orders ahead of bond proceeds is prudent. Staff said work would be staged (ordering docks first) and that construction would begin so that new facilities would be available for cruise and harbor season. The council approved the award after debate about schedule and funding timing.
