Castroville council outlines near-term strategic priorities; facilitator to return with draft framework

The City of Castroville held a special strategic planning work session on June 25, 2026. Mayor Bruce Alexander called the meeting to order at 9:02 a.m. at the City Council Chamber, and the council reviewed planning principles, survey results and the city’s current mission and vision statements with facilitator Cathi Height of Height Performance Group Inc.
Council members identified four priority focus areas to guide planning over the coming years: governing through policy, investing responsibly in infrastructure and community assets, building trust through communication and engagement, and managing the strategies that implement those priorities. Ms. Height recommended the council concentrate on a three‑year planning horizon because priorities may change as the city grows.
During the session, councilmembers split into small groups to rank and critique proposed goals and strategies; the groups organized their assignments and prepared materials that Ms. Height will incorporate into a draft framework. The facilitator said she will return with the draft framework and share it with selected city staff for further refinement and operational planning.
No members of the public spoke during the public‑comment period. The meeting included brief recesses (the council recessed at 9:48 a.m. and reconvened at 10:00 a.m., and again recessed at 11:19 a.m. for a short lunch break and reconvened at 11:32 a.m.). The special called meeting was adjourned at 1:23 p.m.
No formal motions or votes were recorded on the strategic items at this session; the council’s direction was to continue development of the framework and return at a future meeting when staff and the facilitator present the refined draft.
