The Collinsville Independent School District board of trustees opened a special meeting at 6:00 p.m. on Feb. 25, confirmed a quorum and said the meeting notice had been posted in accordance with the Texas Open Meetings Act. The presiding member announced the session had been duly called and read the notice compliance language from the transcript: "This meeting has been duly called and the notice of this meeting has been posted in accordance with Texas Open Meetings Act, Texas government code chapter 5 5 1."
Board member Justin led the invocation and asked the board to "lift up Galen and her family" in prayer. Mr. Danfel recited the Pledge of Allegiance. The presiding member asked whether anyone had signed up for public forum; none had. The board then moved into executive session for private consultation with the board's attorney at about 6:02 p.m., reconvened at about 6:28 p.m., took action to retain outside counsel and adjourned at 6:29 p.m.
