Council adopts organizational restructuring, salary schedule changes and reserves appropriation

Gary Halbert, Interim City Manager, presented a staff report proposing organizational changes, salary schedule amendments and a General Fund reserves appropriation to the FY 2025–26 operating budget. Sandi Sawa and City Attorney Shawn Hagerty assisted in answering council questions about the scope and fiscal impact. Councilmember Ronn Hall moved approval of the staff recommendation and the motion carried 5–0.
The approved changes will be reflected in the city’s operating budget and personnel listings. Staff are responsible for implementing the staffing changes and updating payroll and budget documents per the adopted resolution (Reso 116-2025).
