Vice Mayor Rob McNelis moved and Councilmember Laura Koval seconded approval of the Development Review Permit (DR-2023-0002) and Conditional Use Permit (P2023-1) for a proposed 300,145-square-foot industrial building at 10990 N. Woodside Avenue. Madeline Mattson, Principal Planner, presented the staff analysis and the council certified the Final Environmental Impact Report (ENV-2024-0003). The motion passed with four votes in favor and one recusal (Ayes: 4; Recused: 1).
Council added three conditions before approving the project: restrict exterior operations between 10:00 p.m. and 7:00 a.m.; allow interior operations up to twenty hours per day; and raise the northern perimeter sound wall to 10 feet. Applicant representatives, including Joe Mishurda of North Palisade Partners, answered council questions during the public hearing. The council closed the public hearing and directed staff to implement the approved conditions in the permitting documents.
