Neighbors back harbor walk easement but press developer on parking and deliveries

The applicant responded that on‑site parking will be preserved, deliveries and trash operations will be organized within a screened loading area, and the developer plans valet, parking controls and a potential shuttle to manage demand.
The planning board incorporated community requests into conditions: the applicant must file and record a permanent easement for the harbor walk and submit a written shuttle action plan; the board also limited commercial deliveries on Market Square to morning hours to reduce midday curb congestion.
