CDD discusses HPCA multi-purpose building project, liaison selection and financing constraints

Resident Gary Farley asked the CDD to schedule a joint workshop with the HPCA to discuss a proposed multi-purpose building and requested a CDD liaison to the HPCA Fitness Committee. Farley said the HPCA will spend an estimated $15,000 for the District Engineer to prepare drawings for SWFWMD submission.
Mr. Adams described the engineering and financing steps: with drawings roughly 60% complete, the Engineer can prepare cost opinions; the CDD could finance certain horizontal infrastructure (sidewalks, drainage, water and sewer) but "vertical" infrastructure such as buildings creates a destination that raises public-access issues for tax-exempt financing. The Board reached consensus to designate Supervisor Stephen Putman as liaison to the HPCA; Mr. Adams noted only one Board member may attend HPCA meetings to avoid Sunshine Law conflicts.
Other residents questioned whether the CDD needs to own the building and discussed delivery approaches (design-build vs. separate contracts). Mr. Adams explained reimbursement mechanics, certified Pay Applications and that repayment obligations would be collected via annual assessments; he noted the same 1,406 homes would pay regardless of financing vehicle.
