City Manager Joseph Molis said the budget adds two positions (splitting a dual-role employee into separate full-time roles for human resources and communications outreach), a community outreach coordinator described as a "listener in chief," and a deputy court clerk to handle increased court activity driven by stronger enforcement. "This person is going to be what I kind of tentatively call our listener in chief," Molis said of the outreach hire.
Molis said the budget includes roughly a 5% overall compensation increase made up of a 2.8% cost-of-living adjustment and a 2.2% merit pool to reward high-performing staff. He also highlighted an ongoing parks-and-recreation contract increase tied to annexed road maintenance, an investment in upgraded financial software (to improve transparency and reporting) and technology upgrades for police officers and telecommunicators.
