Tupper Lake board agrees to split $25,000 Village municipal-efficiency study after 3–2 vote

The Town of Tupper Lake Board voted on May 28 to contribute $25,000 to a municipal efficiency study the Village of Tupper Lake will conduct with DANC. Village Mayor Mary Fontana requested the partnership and said the town’s portion would be $25,000.
Supervisor Rick Dattola said he was not in favor of spending Town taxpayer money and suggested the decision should be made by Village residents. Councilman Tim Larkin and Supervisor Dattola both expressed concern that the expenditure is not in this year’s budget and would draw down the town’s Fund Balance or force a tax increase. Councilman Adam Boudreau and Councilman Owen Littlefield supported contributing; Councilwoman Crystal Boucher voted aye as well. The roll call recorded Boucher, Boudreau and Littlefield as AYEs and Dattola and Larkin as NAYs; the measure passed 3–2.
Board members discussed funding sources during the item. Supervisor Dattola said funds could come from General Fund B rather than General Fund A to avoid Village residents effectively paying twice; he noted General Fund B had about $38,000. No formal appropriation schedule or timeline for payments was provided at the meeting. The board recorded that the study would evaluate service consolidations and potential municipal dissolution for the Village as part of feasibility analysis.
