The district administration presented a memorandum of understanding (MOU) with Empower Consultants LLC that would provide virtual school counseling services, multi-tiered systems of support (MTSS) coaching, restorative-practices training and anti‑bullying program support while the district recruits an in‑person school counselor. The presenter said the consultant would use a train‑the‑trainer model to build staff capacity and would support tier 1 whole-class instruction, tier 2 small-group interventions and tier 3 individualized caregiver-engaged supports.
Board members asked how the consultant would transition services once an in‑person counselor is hired and whether the district could revise or terminate the agreement if services proved unsatisfactory. The presenter replied that the MOU allows for revision and transition and emphasized the district’s priority on social‑emotional learning and student safety. One board member noted attachment access issues and asked staff to ensure members can review the MOU before any formal vote.
