Sen. Phil King, vice chair, moved adoption of the committee rules; "There being no objection, it was so ordered." The motion carried by unanimous consent. The chair opened invited testimony (the official witness list is attached to the committee minutes). Sen. King briefly assumed the chair during proceedings; Sen. Schwertner later resumed the chair. At 3:13 PM Sen. Schwertner moved that the committee stand recessed subject to the call of the chair, and without objection the committee recessed.
