Trustees hear repeated hot-spot return issues; director proposes fines and a six-month restriction

Library Director Ryan told trustees the library has seen repeated problems with mobile hot spots: one patron returned a device without its charger for the third time and another returned a device in the library mailbox while staff were not present. Ryan said the library charged $15 to replace the charger and plans to restrict repeat noncompliant patrons from borrowing hot spots.
"You can't return items in a mailbox. You're breaking a federal law by doing that," Ryan said, describing the mailbox return. He said the patron who left a hot spot in the mailbox will be charged a replacement fee and could be barred from checking out hot spots for six months; the vendor will supply backup chargers but will charge shipping. Ryan said he will bring a revised hot-spot policy back to the trustees at the next meeting.
