Tupper Lake trustees warned of transmission cost hikes; substation relay to be rebuilt at about $100,000

Electric Superintendent Michael Dominie told the Village of Tupper Lake Board of Trustees on Sept. 16 that outside transmission providers have proposed steep cost increases that the village cannot avoid passing on to customers.
"They are requesting a rate increase of 20% or $18.00 per customer effective April 1, 2025," Dominie said, and he added that NYPA has requested a roughly 50% increase; any such amounts would be passed through in the village's Purchase Power Adjustment (PPA). The board was told the village itself receives no portion of those increases.
Dominie also reported results of annual relay testing at the substation. "Relay #3 is in need of repair," he said, and the part will be de‑energized and shipped to Troy, Missouri, for rebuilding. The superintendent estimated the rebuild cost at about $100,000 and said the relay would be out of service for approximately 8–10 weeks while it is restored.
Trustees approved writing off unpaid electric balances for five deceased customers (individual amounts of $541.22, $278.44, $25.10, $23.88 and $16.39) by a 5–0 vote, and they accepted the August electric report. No rate change for customers was adopted at the meeting; the board was notified that any transmission increases would be reflected later in the PPA.
