Councilman Monk cited the example of the Baked Goods dispensary, which took four years to open, as evidence of the regulatory complexity that can delay operations. Members emphasized the need for continued education for youth and consistent public messaging that balances economic development with public‑health priorities.
On outreach funding, Councilman Monk pointed to advertising and PSA resources available to nonprofits: "Google Ad Grants provided up to $10,000 per month in search advertising for eligible 501(c)(3) nonprofits," he said, and suggested pursuing multiple funding sources for public service announcements.
