The Montebello Unified School District Board of Education unanimously approved the 2025-2026 Second Interim Report on March 4 and authorized Board President to file a "Positive" financial certification with the Los Angeles County Office of Education. The motion, made by Clerk Elizabeth Cabrera and seconded by Carlos Cerdan, passed with all members voting "Aye."
CFO Donald G. Ellingson presented the Second Interim Budget and reminded the board that Education Code Sections 35035(g), 42130 and 42131 require districts to certify their fiscal status at least twice per year. The agenda item and presentation materials were entered into the record and attached to the official minutes.
The board's approval included the specific finding that it "finds that the District will meet its financial obligations for the current and two subsequent years," language included in the motion record. Board members directed questions about underlying assumptions to Ellingson, Assistant Superintendent Horacio Perez and Superintendent Dr. Mark Skvama; staff responded to those questions during the presentation.
The board's certification notes that multi-year projections assume continued state funding toward the Local Control Funding Formula target, as recorded in the minutes. The approved presentation and the Second Interim Budget were filed as attachments to the official minutes (pages 2a(1)–2a(10) and 2b(1)–2h(150)).
