"All cats and dogs adopted from a Virginia releasing agency are required by the Virginia code to be sterilized," Miss Robinson said while describing state compliance requirements. She also said the county's adoption application process remains first-come, first-served and that the director may place or remove citizens on a do-not-adopt list.
The committee pressed staff for comparative data. Miss Robinson listed current local adoption fees as "$170 for dogs and $90 for cats" and gave examples from neighboring localities. Members asked staff to gather numbers on adoption counts, shelter capacity and application policies in adjoining counties to inform any proposed fee changes or application-process revisions.
