Go Rockford funding-extension request and Davis Park responsibilities laid over for review

City staff described a proposed amendment to the funding agreement and lease with the Rockford Area Convention and Visitors Bureau (Go Rockford) that would extend the agreement through 2034 and increase the organization’s share of the hotel/motel tax allocation from 70% to 75%. Staff said the amendment would also assign certain programming responsibilities for Davis Park to Go Rockford under a memorandum of understanding with RAVE and the city.
Aldermen questioned what programming and maintenance functions Go Rockford would perform that RAVE or the Park District does not, whether voluntary labor agreements (IATSE) would apply to certain concerts, and who would be responsible for snow removal and ongoing maintenance. City staff said maintenance and day‑to‑day activities would be split among contractors, city public‑works staff and RAVE while Go Rockford would focus on activation and programming. "We envision health and wellness activities in the park…we want to maximize the use of the stage and the use of the park," a presenter said.
After extended questions about cost implications and intergovernmental responsibilities, Alderman Meeks moved to lay the funding agreement amendment over to allow additional review; the motion was seconded and carried. The layover means staff will provide additional cost details and clarifications before the item returns to committee.
