The West Chester Borough Planning Commission voted on Aug. 10 to recommend the preliminary land‑development plan for 410 South High Street — a three‑unit townhome development — to borough council, contingent on several consultant signoffs and specified conditions. A commissioner read a motion listing required actions including compliance with outstanding review letters, preparation and recording of a homeowner‑association declaration, insurance and indemnity naming the borough as additional insured, and payment of a fee in lieu of open space to be negotiated with council. "The applicant shall draft the declaration of covenants, conditions, easements, liens, and restrictions for the development to the borough solicitor and as approved by borough council," the motion read as entered into the record.
Commissioners also required the applicant to address technical comments from the borough's consultants (Penone, Remington & Burnick, Rockwell Associates and the borough zoning officer) and to identify the exact plan sheets and revision dates that the recommendation would reference. The commission discussed an infrastructure condition to place overhead wires along the development frontage on Price Street underground "subject to utility permit approval," and recommended that any language recognize realistic utility constraints and necessary third‑party permits. The motion was carried by voice vote and will advance to the borough council and Smart Growth review process for final action.
