State law (RCW 35.91.060) and local code (LMC 13.28.130) authorize the city to establish an assessment reimbursement area and finance the costs associated with the improvement; property owners may request a public hearing within 20 days of notification. The council placed the matter on the April 7 agenda for further consideration and public input.
