Council moves toward InvoiceCloud to expand online payments; staff to pass card fees to users

Lynden staff told the council the city has borne more than $77,000 in electronic payment expenses in 2024 and recommended switching from Xpress BillPay to InvoiceCloud to support additional payment options such as Apple Pay and PayPal. The contract would start an implementation and migration process expected to take approximately four to six months.
Under the proposed approach, the City would adopt a hybrid pricing model: pass along debit and credit card transaction fees to the customer while continuing to absorb fees for EFT/ACH payments. Staff said the change is prompted by growing use of electronic payments and the upcoming SmartGov permitting rollout in 2025. The council approved the consent agenda items that included the InvoiceCloud contract on a 4-0 vote.
