Staff warned that the CDBG program required a minimum participation threshold (six buildings) and that with eight currently participating, losing more than two or three buildings could cause the award to be forfeited. As one staff member said, "If we don't match it, I think what what will happen is there might be some buildings that drop out, which will decrease the overall funding amount that we are awarded." Council members discussed budgeted contingency dollars and suggested the council could consider backfill in a later meeting or use a separate challenge-grant process for other applicants.
