Council approves sewer easement for Plaza Luna Lofts with emergency-only access language after school concerns

Public Works Director Michael Jaramillo and Village Attorney Larry Guggino presented an agreement June 11 to acquire a sewer easement needed to serve the Plaza Luna Lofts apartment development. Staff said the only feasible route for sewer infrastructure required crossing property owned by the School of Dreams Academy.
Council members expressed concern about traffic circulation and the impact of closing a southern access point; staff said the school would retain primary access on existing roadways and that Village staff were engaged with the school and the New Mexico Department of Transportation on long-term traffic management. Council asked that the easement agreement be amended to clarify that the connection would be limited to emergency ingress and egress; staff agreed and the council approved the easement with the added language on a 3–0 vote.
The minutes record that the council and staff discussed use limitations and that the amended agreement will specify emergency-only use for the connection, while ongoing coordination with the school and NMDOT will continue as part of project implementation.
