DRB OKs porch-to-patio conversion, window and stair replacements at 2628 Pearl Street

The Development Review Board voted to approve proposed exterior renovations at 2628 Pearl Street at its July 16 meeting. Applicant Alastair Parker described plans to "remove the flooring of the porch and turn that into more of a patio space by replacing the porch floor with pavers," and to replace a set of first-floor windows with slightly shorter windows to accommodate an interior countertop. He also said the carriage-house exterior stairs serving upstairs tenants would be replaced, with no change to the building footprint.
City staff told the board that the Design Review Overlay (section 6.20) did not apply because the changes were exempt exterior alterations, but that the Historic Preservation Overlay District rules do apply. Staff concluded the proposed renovations are largely like-for-like and “appear to preserve the historic character of the structure,” while noting a mid-century covered element shown in historic inventory photos may change. After board questions about elevation, column details and grading, Kristen Gilday moved to approve the window replacements, side-porch-to-patio pavers, and carriage-house stair replacement “as proposed or discussed.” The motion was seconded and carried by voice vote; the chair announced the motion carries.
