A second change order (project A2604C) increased milling and hot‑mix asphalt quantities and raised the total project cost; both motions passed by voice vote recorded as 5–0. The superintendent described bridge approach repairs where crews excavated and replaced failing material and said a deck pour for a larger bridge would require a temporary road closure and a multi‑month curing period before the road fully reopens.
Commissioners asked for timelines and access arrangements for local residents; staff said only local traffic and property access would be allowed during closures and that inspectors would be on site for quality control. The board recorded the motions and directed staff to monitor project costs and bring any substantial additional change orders back for approval.
