Council approves property-tax abatement to fund 7th Avenue Southwest repairs

The Pipestone City Council approved Resolution 2026-41, authorizing a property-tax abatement under Minnesota Statutes §469.1812–469.1815 to support issuing general-obligation bonds for public street repairs to 7th Avenue Southwest. The council opened and closed a public hearing on the abatement; no members of the public spoke on the abatement during the hearing.
Rebecca Kurtz, representing Ehlers (municipal financial advisor), told the council that recent bid results were lower than the published estimate and that the abatement principal proposed for the specific parcel repairs is $70,000 structured over five years. “So the total abatement that is being proposed is principal. It's a $70,000 project,” Kurtz said, and she explained the principal-and-interest total of about $82,565 relative to earlier, more conservative estimates. The resolution passed unanimously on a roll-call vote.
Council members said the bonds and associated abatement would allow the city to finance needed repairs without imposing a large one-time levy increase on the general fund or residents; staff will include the abatement in upcoming bond documents and proceed with the financing steps approved this evening.
