Commission narrows packet deadlines and library posting to improve accessibility

Staff proposed updating public-notice procedures so that materials for items set for public hearing are available electronically and in hard copy at the Grand County Library by 5 p.m. on the Friday before the meeting. Commissioners discussed the tension between packet publication timing and the deadline needed to include emailed public comments in a distributed packet.

"When an item is set for public hearing rather than a public meeting, the materials for that item will also be available at the Grand County Library by 5PM on the Friday before the planning commission meeting date," staff said, explaining the access rationale. Commissioners noted that, under current scheduling, public comments intended for the packet must be submitted by 5 p.m. on the prior Wednesday; comments submitted later may still be accepted but will be distributed at the meeting rather than included in the pre-meeting packet.
