During the public comment period, Charlie Parker of Kill Devil Hills told commissioners he appreciated the chair’s explanation of the proposed Parks and Recreation sales-tax referendum and urged clearer public messaging. “I've seen all the charts, and I my head spins. But you explained it's … 0.25 on a $100 bill. That's what you have to explain to people,” Parker said.
Parker also asked about an Aug. 2 petition concerning the county’s flock systems, asking whether the board would respond to questions raised by the petitioners. The county manager took the comment under advisement; no further public speakers addressed the petition at the hearing.
