Commissioners approve $35,000 startup support for Hatteras Island nonprofit childcare

Dare County commissioners unanimously approved a not-to-exceed $35,000 appropriation Aug. 10 to support Coastal Family Collaborative's startup of a nonprofit childcare on Hatteras Island. Staff recommended the county pay first-year rent (about $2,600 per month) and provide flexibility to use some of the funding for other early operating needs; commissioners asked for a six-month progress update.
Heather Jeannette, a founding advisory-council member for the Coastal Family Collaborative, told the board, "We already have received a grant from the North Carolina Rural Center in the amount of $50,000." Jeannette said the group has roughly $23,000 identified toward initial repairs and startup costs and plans to use part of that to float early payroll until tuition revenue stabilizes. County staff said they would structure an agreement and pay the $35,000 in increments and ask the nonprofit to return with a six-month update.
Commissioners discussed concerns about setting precedent for nonprofit support but agreed the intent is limited startup assistance rather than an ongoing subsidy; staff said the county will establish guidelines so future nonprofit childcare requests can be evaluated consistently. The motion to appropriate up to $35,000 was moved by Commissioner Balance and seconded by Commissioner Ross; the board voted to approve the funding unanimously.
