The committee reviewed proposed revisions to student policy 221 and employee policy 335 to add language recommended by PSBA that implements the Crown Act's protections for hairstyles and head coverings. Staff explained the two-line additions: one addressing protective hairstyles and a second addressing religious creed and head coverings.
"What the Crown Act does is provides protection for individuals from discrimination based on hairstyles and and head coverings, that are historically associated with an individual's race as well as religious creed," a staff member explained when summarizing the recommended language.
Members asked whether the draft needed to include every specific style and whether some items are primarily fashion; staff responded the key metric in the Crown Act language is historical association with race or religious creed. With no opposition voiced, the chair made a motion to send policies 221 and 335 to the full board; the committee approved the motion by voice vote.
