The Bandera City Council on Dec. 23 voted to adopt a set of procurement policies and local financial procedures that staff said are required to pursue state and federal grant opportunities. Chair opened discussion by asking Miss Stephanie to review the materials; staff told the council the documents were prepared to align with state and federal guidelines and that some language is nonnegotiable for grant compliance.
Council members pressed staff on practical implications, including whether the city already had parts of the policies in place and how the city would comply with provisions covering contracting with historically underutilized businesses, investment policy wording and an investment committee. Committee member A noted the urgency: "Well, the grama deadline is 12/31. So that's why we're doing this today." After questions and clarifications about committee composition and auditing, a motion to approve the procurement and local financial policies carried without opposition.
