Selectboard begins review of encampment policy models; no draft enacted

The Town Manager provided an informational update that staff are reviewing encampment policy models used by other Vermont municipalities, including Middlebury and a newly adopted policy from Montpelier, to understand regulatory options, best practices, and legal constraints. "The intent is to continue gathering information and stakeholder input (including from Project Action and public safety) and bring back a Springfield-specific draft encampment policy for future Selectboard consideration," the record states.
Manager emphasized Springfield is in the early stages of this work and no Board action or draft specific to Springfield was presented at this meeting. Staff will continue outreach and report back when a local draft is ready for formal consideration.
