VTrans plan to realign Toonerville Trail draws safety concerns from Selectboard and public

VTrans project manager Adam Goudreau presented updated plans for the I‑91 bridge replacement and interchange project that would abandon the existing Toonerville Trail underpass (Bridge 27) and relocate the trail to run alongside Charlestown Road/US‑5/VT‑11, with at‑grade crossings at the Missing Link Road intersection and at ramp crossings. The plan includes stop controls, mountable truck aprons and Rectangular Rapid Flashing Beacons (RRFBs) that the Town would maintain under an agreement.
Board members and members of the public expressed strong safety concerns about multiple highway and ramp crossings and requested additional protections, including a potential RRFB at the existing Route 11 crossing near the trailhead. VTrans said major alternative routings would require a separate project; design moves toward final plans by September, an early work package is planned for 2027 and main construction is expected in 2028–2030.
