The Red Oak City Council approved a special-use permit allowing a PET/CT imaging trailer to be placed at the Heart Place clinic site (309 East Avila Road) for a limited period.
Roderick and planning staff explained the trailer would be parked behind the clinic, screened with landscaping and operated on-site intermittently (roughly three days twice a month); staff proposed and council adopted a sunset condition requiring the applicant to reapply after the temporary period. Rodney Jennings, facility director for Our Place and the applicant, said the unit is transported by semi and is disconnected on-site for the clinic’s appointments; he said the unit moves among clinics in the region and that the practice has used similar trailers in Arlington, Plano and Greenville. Council added conditions on screening, permitting and a three‑year expiration and voted 4–0 to approve ordinance 26-022.
Planning and operations detail included power requirements (a potential transformer upgrade) and site-fit checks so the trailer would not block drive aisles. Council emphasized a sunset and permitting conditions to ensure the trailer’s impact on circulation and parking is monitored and revisited if necessary.
