Council hears AOCA pitch for plan-review, inspection and a free permitting platform

Rocky Rodriguez and Eli Fernandez of AOCA outlined the firm's services, saying AOCA provides building-code plan review, inspections, civil reviews and training, and offers a software platform the city could use at no licensing cost. "We guarantee that we will turn those back around in 5 days," Rodriguez said of residential plan reviews under $5 million.
Council members pressed for clarity about overlap with an incumbent vendor, purchasing limits, and who would authorize services. AOCA said permit fees typically pass through and that the platform can produce monthly reports showing applications, dollar values and fees recovered. Multiple council members requested staff and the city attorney review existing agreements (including a master service agreement on file with another vendor) and return with a legal and procurement recommendation before any contract is approved.
