Winter Haven approves SHIP annual report after aiding 18 residents; mayor authorized to sign

Mr. Labbe, director of economic opportunity and community investment, presented the required SHIP annual closeout report for fiscal year 23-24. He said the city received a state allocation of $626,236, with interest, program income and carryover bringing the total to $736,252.44. Eighteen Winter Haven households were assisted in the closeout year, including 13 owner-occupied rehabilitations and five down-payment assistance cases.
Mr. Labbe told commissioners there is no financial impact to the city for filing the report but failure to submit would risk withholding future SHIP distributions. He recommended the commission approve the closeout and authorize the mayor to sign the certification form for submission to Florida Housing Finance Corporation. Sean Wilson, president of Blue Sky Communities, spoke in support and said his company would consider partnering on homeownership training and matching down-payment assistance. The commission voted to approve the report and authorize submission.
Why it matters: SHIP funds help very low-, low- and moderate-income households with rehab and down-payment assistance. The report documents local use of state dollars and preserves the city's eligibility for future allocations.
