Council voted to approve a master transfer agreement that transfers 28 parcels owned by the Hunters Crossing Local Government Corporation (a local government corporation created in the early 2000s) to the city, including drainage easements, ball fields, and the community swimming pool. Staff and the LGC attorney said the transfer is part of a multi‑step process intended to reduce maintenance assessments on residential property and clarify maintenance responsibilities, but it does not retire outstanding capital debt tied to the PID.
"This just breaks down how... the master transfer agreement... takes all of the local government corporation's properties, and it transfers actual ownership of those properties to the city," Audrey Guthrie, an attorney with the Hyde law firm assisting on PID matters, told the council. Staff estimated outstanding capital debt at about $3.2 million and said the transfer will allow the city to manage drainage and recreational amenities directly. Council also directed the city manager to return with a resolution vacating the current LGC board and appointing the council as its board to complete the wind‑down process.
